Russian ISPs Optimize YouTube Access to Attract Users, Claiming Compliance in the Absence of a Ban
Currently, users in Russia face issues accessing YouTube, a video hosting service owned by Google. These problems include slower access speeds, difficulties in video playback, and potential failures when uploading videos.
The exact reasons behind these difficulties remain unspecified. Russia had previously suggested that the issues might stem from Google's cessation of investment in IT infrastructure, such as servers within Russia. However, Google has reported no faults on its end.
So, if there's no problem according to both parties, could the issue lie with the ISPs? Now, Russian ISPs have begun offering optimization services specifically for YouTube and similar sites, attracting users with the promise of a better experience through paid subscriptions.
Earlier, over 135 Russian ISPs had sought clarification from the Ministry of Digital Development on YouTube's current predicament, only to receive no response. Since August 1, YouTube's daily traffic in Russia plummeted to 30% of its July figures.
Given that YouTube is not on Russia's list of banned services, it remains legally accessible. Thus, ISP optimization for YouTube is also legal, with no infringements involved.
How do these ISPs carry out optimization? The process is straightforward: they redirect Russian traffic from Google's servers located in Russia to servers in Europe, where Google Global Cache servers offer superior performance.
Different ISPs employ various strategies for this optimization. Some require users to install certain tools for accelerated access, while others optimize directly through ISP-side systems, requiring no action from users to enjoy enhanced YouTube access.
Even Rosteleset, the Russian telecommunications operator association, sees no issue with this practice. ISPs could face penalties or even license revocations for providing access to explicitly banned social networks. However, since YouTube is not banned, the ISPs' approach is deemed appropriate.
